If you add a Google account in your Android phone, then automatically all your photos in the Google Picassa web will be synced with the mobile phone.
You can stop this as follows :
1. Go to Applications view > Select "Settings"
2. Click "Accounts and Sync"
3. Choose the google account listed under "Manage Accounts"
4. Uncheck the check box adjacent to "Sync Picasa Web Albums"
